In the near future, as America virtually loses the war on drugs, Robert Arctor, a narcotics cop in Orange County, Calif., falls into a dangerous world as he falls into addiction as he goes undercover. He attempts to woo Donna, a dealer, in order to uncover her supplier. Simultaneously, he receives orders to spy on his housemates, one of whom is suspected of being Donna’s biggest customer. Animated with the rotoscoping technique first pioneered by the Fleischer Brothers in the early 20th century, this futuristic visual feast is a one-of-a-kind trip.
